Community Rules

These rules apply to all RP in Raven City. Everyone must follow them — no exceptions.

1: Raven City RP – Rules Summary

This summary provides a high-level overview of key rules. It is not a substitute for the full rules below from Section 2 onwards. If you are unsure about any rule, you are expected to ask staff via ticket.

General Conduct

  • You must be 18+ to play.
  • Be respectful at all times. Toxicity, harassment, or hate speech IC or OOC is not tolerated.
  • Staff decisions are final. Abuse toward staff will not be tolerated.

Characters & Identity

  • Character names, appearance, and clothing must be realistic.
  • One character per whitelisted role (PD, EMS, DOJ, etc.).
  • Transferring items, money, or assets between your characters is strictly prohibited.

Roleplay Standards

  • Stay in character at all times.
  • Do not call out rule breaks in RP; submit a ticket after the scene.
  • Banned RP includes but is not limited to ERP, suicide RP, and discrimination.

Combat & Crime

  • No RDM or VDM. All violence requires valid RP and escalation.
  • NVL applies at all times.
  • Criminal activity is limited to Rule of 4.
  • You cannot reenter an ongoing scenario at any point if you are downed as a result of combat.

Businesses & Tickets

  • Businesses must be actively run and roleplayed.
  • Tickets must be submitted within 24 hours.

2: Server Entry Requirements

  • You must be 18 years or older. Staff may remove suspected underage players without requiring proof.
  • A clear, working microphone is required. Poor mic quality or refusal to use a mic may result in removal from scenes or the server.
  • Voice changers are allowed but must remain clear and understandable.
  • Raven City RP is an English-speaking server. You must be able to communicate in English at a conversational level.

Streaming & DMCA

  • Raven City is a Twitch-safe server.
  • Do not play copyrighted music in shared RP spaces unless licensed.
  • Repeated DMCA issues originating from shared RP locations may result in penalties.

3: Community Conduct & Staff Interaction

Basic Decency

  • Toxic behaviour IC or OOC may result in removal from the community.
  • This includes conduct on Twitch, Discord, or other platforms connected to Raven City.
  • Harassment or derogatory remarks regarding race, nationality, gender, religion, disability, age, or sexual orientation are prohibited.

Staff Respect

  • Staff are here to facilitate RP, not to receive abuse.
  • Disrespect toward staff may result in warnings, suspensions, or bans.
  • Staff are expected to be fair and professional. If you believe this has not occurred, you may request a ticket review by another staff member.

4: Character Management

Character Names

  • Names must be realistic.
  • Famous names, offensive terms (including misspellings), or random letter combinations are not allowed.
  • Characters may not be deleted and recreated to bypass consequences.

Character Creation & Appearance

  • Avoid default character presets.
  • Clothing must be realistic and appropriate.
  • Visible clipping, invisible body parts, or troll outfits may result in LQRP warnings.

Multiple Characters

  • You may only have one character per whitelisted role.
  • Civilian or criminal characters must be clearly distinct and may not belong to the same gang.
  • No transferring items, money, vehicles, or properties between your characters.

5: Perma Death & Coma System

  • Perma death is a serious decision and must be planned.
  • A ticket must be opened to coordinate EMS, PD, and staff for a perma scene.
  • You may not decide to perma a character mid-scene without an active ticket.
  • Characters may instead be placed into a coma or intensive care through RP using /me descriptions.
  • Characters do not always need to die; they may disappear from the city.
  • After a perma scene, the character may not be logged into without staff approval.
  • Suicide RP is strictly prohibited.

6: Immersion & OOC Rules

  • You must remain in character at all times.
  • Do not break character to call out rule violations.
  • OOC chat and voice are restricted to technical or urgent issues only.
  • AFK must be roleplayed appropriately. If you need to go AFK please use sentences like 'I need to meditate for a few minutes' or telling other players you 'need to think about something'.
  • Never link staff members to their in-city characters.

7: Banned & Restricted RP

Banned RP

Includes but is not limited to:

  • Suicide or suicidal ideation
  • ERP or graphic sexual content
  • Racism, homophobia, transphobia
  • Sexual assault, bestiality, miscarriage or child loss RP

Restricted RP

  • Torture RP requires explicit consent from all participants and staff approval. If you down a person you would like to interrogate or torture, you are able to take them to Grandma's to be revived once to allow the RP to continue
  • Graphic or extreme content is never allowed.
  • No Forced RP, always try to provide options and read the room.

8: Fail/LQ RP

You are expected to put effort into your roleplay at all times. Includes but is not limited to:

  • Acting in any way that breaks immersion, does not make sense in the RP scene, or is deemed incredibly unrealistic is fail RP.
  • Talking/organising/calling out locations while downed. The only time this is acceptable is when grunting/groaning for EMS personnel to find you.
  • Swimming for significant periods of time to avoid capture from PD would be classed as LQRP.
  • Do not bait other players by intentionally drawing attention away or disrupting another roleplay scenario.
  • Class 2 SMGs and assault rifles shouldn't be your "everyday" weapon. Try to use these as your last line of defence.
  • Damaged vehicles can be repaired during scenes as long as they are not actively being chased by PD.

9: Voice ID

  • Where possible people committing crime or wanting to keep a low profile should try to conceal their voice, dress differently and switch up their vehicles; however, this is not always possible. Identifying a person by their voice can depend on the situation.
  • Civilian to Civilian in a non-hostile encounter, You can ask "is that you ?". The person can then choose to identify themselves to you or not.
  • Civilian to Civilian in a hostile encounter should never be identified by voice. This means you cannot retaliate or report anything to the police based on voice ID, if the person wants the beef (a scene?) to continue, they should identify themselves to you.
  • PD to Civilians – Should never identify people by their voice. On the rare occasion where PD are wearing S.W.A.T gear or mask, they should not be identified by voice.

10: Metagaming, Powergaming & Exploits

  • Using OOC information IC (including from streams or Discord) is prohibited.
  • Watching streams while in the city is not allowed.
  • Exploiting mechanics, bugs, or systems is prohibited.
  • Never force an action or state on another player without giving them an opportunity to react, or a choice in the situation. This is considered Forced RP, which is not allowed
  • Third-party tools that provide an advantage are prohibited.
  • Avoiding the use of "Put in vehicle" command or escorting people while in vehicles. This does not look realistic at all and using this to exceed the seat limit is power gaming.
  • Carrying people while driving on motorcycles will not be tolerated.
  • Spamming any action (tackling, tasing, punching, etc) to repeatedly stun lock a player is power gaming/warlording.
  • Shooting/punching/tasing someone who you tackled while they are still stun locked is power gaming.
  • Tackling someone in an unrealistic manner (i.e. using the tackle function to stun someone behind you/chasing you) is power gaming.
  • Using a motorbike to PIT other vehicles, abusing bubble PIT mechanics/exploits.
  • Bug abuse will be treated as exploiting.
  • QuantV/NVE/Reshade are allowed.

11: Combat Rules

Initiation & Escalation

  • Valid RP interaction is required before violence. There must be a valid interaction in any given scene before shooting can happen. There should be absolutely no KOS or lazy initiation unless prior agreement is in place as part of gang war terms.
  • No KOS unless explicitly agreed (e.g., gang war terms).

RDM / VDM

  • Attacking without RP is prohibited. Shooting, injuring, or killing another player without proper means of roleplay. Attempting to do any of the above, even if unsuccessful, is still considered RDM.
  • Aimlessly ramming a player's vehicle does not create RP.

NVL (Not Valuing Life)

  • You must realistically value your character's life.
  • Unrealistic bravery or antagonising armed individuals without reason is NVL.

New Life Rule

  • Respawning causes memory loss of the entire incident.
  • Do not respawn if EMS or PD are responding.
  • Do not return to the scene after respawning.

Ocean Dumping

  • Ocean dumping is a last-resort action.
  • It requires serious narrative build-up and proportional severity.
  • Using it to end low-stakes scenes or erase memory is LQRP.

Combat Logging

  • Combat logging is prohibited. If you disconnect you must make other players aware through discord. When in an active scene, disconnecting or combat logging to avoid punishment or losing gear is against the rules. This includes: F8 quitting, Alt-F4, pulling the plug on your router or computer, throwing your computer out of the window or your mum asking you to do the dishes! etc.
  • Accidental crashes should be communicated via discord in the appropriate channel immediately.

Griefing

  • You cannot continuously harass a player that has not retaliated. This is roleplay, wait for them to make a counter play, it keeps things interesting and allows stories to breath!

Third Partying

  • You may not join or interfere with conflicts (gang or individual) unless your character has direct RP involvement. Random insertions into ongoing scenes are not allowed.

12: Criminal Activity Rules

Rule of 4

  • Criminal activity is limited to 4 players per scenario.
  • Anyone involved via radio, lookout, or coordination counts.
  • The 4 you start with are the 4 you end with. Once a group of 4 has been involved in a situation, no other players should intervene/switch out with one of the 4.
  • 8 members of the same group can do jobs/heists as separate groups of 4 at the same time, provided they are on separate radios and there is no pre-planning, coordination, or crossover during the job.
  • We advise that separate radios are utilised for jobs/heists to help ensure these rules are followed.

Note: There will be heists in the future with increased player numbers. These changes will be communicated and clearly defined when required.

Robbing & Looting

  • Robbing must have RP justification.
  • Loot boxing is prohibited.
  • Only take items that make RP sense.
  • You are not allowed to rob/loot downed players if you were not part of the scenario that led to them being downed.
  • Making players empty their bank accounts, business accounts, or business storages is not allowed.

Hostages

  • Heists require a player hostage (except store robberies).
  • Friends or participants cannot be hostages.
  • On-duty EMS may not be used as heist hostages.
  • On-duty PD may be taken hostage with RP justification and used for heists.

13: Medical Roleplay

  • Act out injuries realistically.
  • Use /me to describe injuries.
  • Do not immediately recover from serious harm.
  • Do not respawn during active scenes.

14: Government Roles & Corruption

  • Corruption requires prior staff approval via ticket.
  • Government characters may not commit crime without approval.
  • Unauthorised corruption will result in IC and OOC consequences.

Why this matters - Government characters have elevated access, trust, and influence. Unauthorised corruption, even if minor, directly damages server balance, undermines RP integrity for both criminals and law enforcement, and leads to poor storytelling. One unsanctioned action can derail an entire legal case, investigation or storyline.

15: Businesses

  • Business ownership is a responsibility, not a perk.
  • Businesses must be actively run and staffed.
  • Proper uniforms must be worn while working.
  • Passive paycheck farming is prohibited.
  • You may only own or co-own one essential business.

16: Safe Areas, Restarts & Aircraft

  • There are no safe zones.
  • Crime should not be initiated at the hospital but can continue there through RP.
  • Criminal activity may not be initiated 30 minutes before or after restart, unless the scene was legitimately ongoing before the restart and needs to continue after. This is to give scenes ample amount of time to wrap up before the server reset and for Whitelisted roles to get prepared after restart.
  • Aircraft may only be used with appropriate RP licensing. Police aircraft are exempt as these follow strict IC SOP.

17: RP Culture, Storytelling & Pacing

  • Focus on long-term story arcs and pacing.
  • Consider the ripple effects of your RP.
  • Avoid grind-focused or repetitive conflict.
  • Do not reference admins, tickets, or scuff in RP.

18: Gangs

  • Gang membership is capped at 12 members.
  • Gangs may establish one home turf.
  • Rival gang clothing must be obtained through RP.

19: Compensation & Evidence

  • Compensation requires evidence.
  • Screenshots or recordings must prove item ownership.
  • Staff discretion applies.

Failure to follow these rules may result in warnings, suspensions, or permanent bans.

Pacing, Storylines and Arcs

Our drive as admins will always be to encourage community driven events, new stories and creativity in RP interactions. In the past, it was expressed to us that stepping in, even when trying to be helpful, came off as us attempting to script the RP or "box characters" which ultimately made for less organic scenarios. We will not step in unless absolutely necessary, however we would like to offer some guidance to consider when creating these scenarios and ventures for your characters.

Pacing

A good story is one where you have time to experience the intensity, the laughs, the quiet and the longevity alongside other characters. Think of your favourite stories and scenarios in RP, was it all action all the time? Most likely not, the best stories give us time to soak it all in and enjoy the pay off.

Ripple Effect

Consider that your stories have ripples seen and unseen that stretch beyond what is happening right in front of you. Even seeing a scenario play out can set other characters on a new story arc. Your story can affect someone you may not have even met in RP as much as the group you RP with, for better or for worse. We shouldn't dismiss the importance of how your ripple effects affect other characters' daily lives and if it may or may not be desired. Additionally, any choices you make personally in RP directly or indirectly can enhance somebody elses' RP as well. Be mindful, keep it organic.

RP from other perspectives

Keep in mind, what you see on stream or witness in city is not the whole story most of the time. There could be layers and layers of interactions that you are not and may ever not be aware of, so please don't discount an entire story arc by a group of characters just because of what you might be seeing. The other side of the coin is, never assume that just because your story arc is very clear in your mind, that other players know how you want it to pay off. Their excitement and investment may not match yours.

Adapt

Just like life, things don't always work out the way we see them happening, or hope they will. Expect the unexpected and roll with the punches. Read the room and the moments, and don't be afraid to adapt and be open to changes and new possibilities.

Ending Conflict

Conflict should not continue for evermore, there should be an end game for that story arc. It's not about who "won", it's about making stories great. Prolonged violence between the same groups gets boring for all parties involved.
